You missed out one. Someone's offended on behalf of other people who might be offended, that is if they heard of the offence in the first place and decided it was indeed offensive, so in case they haven't or don't, he/she/they/it will be offended for them..
Guardian Cif and The Tablet correspondence pages got on to this possibility long before Twitter existed.
